Champagne was flowing at the bar of Austin’s W Hotel, the posh and trendy nightspot favored by lobbyists and politicos after long days at the Texas Legislature. On this particular evening, a group of about 15 representatives of the payday and auto title loan industry were toasting the compromise they had struck that would undo regulations by four major Texas cities. The celebrators failed to notice a tall, burly, bald-headed man with his back to them, or they might have lowered their voices. Houston lawyer Steve Mostyn, the former president of the Texas Trial Lawyers Association who has given millions in campaign contributions to Democratic political candidates, was eavesdropping – and seething.
