Excerpt: Last week, San Antonio became the third city in the state, behind Austin and Dallas, to try to rein in the high costs of payday and car title lending. A city ordinance would limit a payday loan to 20 percent of a borrower’s monthly income. Auto title loans would be limited to 3 percent of annual income or 70 percent of the value of the vehicle.
