Soldiers and their families are prime targets for unscrupulous lenders and need an advocate, the wife of a well-known retired U.S. general said Wednesday while at Fort Bliss. Soldiers are targets because they are young with an average age of about 25, have little experience in consumer and financial matters and have a steady paycheck where they know they won’t get laid off, said Holly Petraeus, wife of former CIA director and retired Gen.
