Excerpt: City Rep. Susie Byrd said that El Paso and other Texas cities are proposing limits on lenders who target the poor because the Texas Legislature hasn’t. The City Council will consider limits on the amounts of payday and auto title loans and the number of times the loans can be rolled over. Dallas, Austin and San Antonio have enacted similar ordinances in the past few years out of concern that once cash-strapped people borrow the money, they can’t pay it back.  Read more here >>
