Every legislature has defining debates — abortion rights, school funding and of course the budget itself, the document that spells out how much the state will spend and on what.  But I’m sensing a  brewing battle in the upcoming session on city rights, with fracking and payday lending being the poster children for the authority of cities to regulate  quality of life and safety issues within their borders.  Read more here.
